Infill housing can involve the creation or modification of condominiums, apartments, townhouses, and single-family homes. Infill housing represents not only a response to a housing shortage but also an attempt to address other problems facing California communities. Successful infill housing can only be achieved, however, by understanding the problems, needs, and limitations of each individual community.
